摘要:
法律法规作为一种水土保持管理措施，具有十分重要的战略地位。适值《中华人民共和国水土保持法》修订之际，学习和借鉴发达国家（如美国）长期积累的成功经验，有利于提高我国水土流失治理管理水平。对美国水土流失概况，水土保持法律法规发展史，联邦水土保持机构，联邦、州级颁布的几部与水土保持相关的法律法规做了简要介绍；并对我国水土保持工作提出了建议。
Abstract:
Legal system, as one of management measures in soil and water conservation(SWC)is of great strategic importantance. Coinciding with the amendment of ‘The Soil and Water Conservation Acts of the People’s Republic of China’, learning experiences from developed countries such as the USA will better our management systems. This paper investigated the legal and management system aspects of SWC in the USA, such as the history, departments and agencies of federal, several laws and regulations of federal and states. Advices were suggested for our SWC work.
