摘要:
水土保持方案编制是开发建设项目进行可行性分析及各阶段设计工作的重要组成部分，其设计文本的审批也是工程立项的先决条件之一.针对水利、电力、交通等行业的特点，对水土保持方案报告在可行性研究阶段、初步设计阶段和技施设计阶段的设计内容、特点和深度等方面进行了讨论，供同行商榷.
Abstract:
Without essential soil and water conservation measures,construction projects could lead to serious soil loss by destruction of vegetation and disturbing the landscape surface.Soil and water conservation planning is actually an important part of feasibility analyzing and construction designing of projects according to the government documents.Based on the distinct particularity among sectors of water conservancy,electric power and transportation,the authors divided the process of conservation planning into feasibility study and preliminary study,and then proposed detailed requirements for two stages of soil and water conservation planning.
