- 青海省大通县土地类型多种多样，受高寒干旱影响的土地居多，各类用地结构不尽合理，严重制约着当地经济的正常运转。运用Microsoft Office XP规划求解方法，以经济效益为目标，在充分利用各种资源和满足各种需求的前提下，使农、林、草面积比例由基准年（2001年）的2.3：2.6：5.1调整为规划年（2010年）的2：3：5，林地指数达到了26.19%。作为国家退耕还林还草科技试验县，大通县必须采取切实有力的措施，充分利用土地利用规划成果，突出重点，生态、经济、社会效益并举，长期、短期效益结合，国家与群众利益兼顾，项目区内外统筹安排，才能真正实现退耕还林还草的战略目标。
- Abstract:
- With a lot of land types which are influenced by cold and dry weather mostly in Datong County, Qinghai Province, the structure of land use isn’t reasonable and is influencing the smooth development of the economy.By means of the Planning Method of the Microsoft Office XP, the ratios of the farmland, forest land, and grassland are modulated from 2.3; 2.6; 5.1 in the plan starting year 2001 to 2; 3; 5 in the plan ending year 2010 with the objective of maximum economic benefits and under the premise of the resources in sufficient uses and satisfying every kind of demand.The coverage of forest land will get to 26.16% at the year 2010.As one of the scientific experiment county of the project of converting from farmland into forestland and grassland, the most powerful methods must be adopted in the process in Datong County under the land use planning, such as emphasizing the key points, merging the ecological, economical and social benefits, combination of short and long objectives, considering both the national and masses profits, arranging the projects references in and out of the projects areas as a whole, to realize the destination of convering cropland to forest and grassland.
