摘要:
准格尔旗地处黄士高原边缘地带，属典型的丘陵沟壑区，年平均输沙模数为1.88万t/km2，是国家水土流失重点治理区之一。随着经济建设的快速发展，一批开发建设项目的上马，准格尔旗成为能源开发的重点地区，形成国家、集体、个体经营者一齐开发的局面，有的建设单位急功近利，不注重保持水土，采取“杀鸡取卵”的做法，随意破坏地貌植被，乱开滥采，乱倒土石、废渣、侵占行洪河道，使本来严重的水土流失日益加剧。因此要加强水土保持监督执法，研究工作中遇到的问题，提高执法效果。
Abstract:
Zhungeer county is located in the sideline zone of Loess Plateau, is a typical regionof hilly and gully rut, the annual average modulus sediment transportation is about 18.8 thousand t/km2. As the quick development of economic construction in the region, a sets of exploitation projects have being implemented, especial in energy main point, the region has became at all levels exploited one. Some units are in short term benefits and neglect soil andwater conservation. These damaged natural vegetable cover, invaded the river line and madethe soil and water loss become more severe. Therefore, the result show out that the executivelaw of soil and water conservation should be strengthen, combined with the problems in aboveworks to improve the effects.
