- We must have a deep understanding of the loss of water and soil from urbanconstruction in the plain region with quite the new viewpoint,and the environment to man’s life.The loss of water and soil are worldwide calamities in ecosystem. In the world of today,it is also a great cause related to man’s life and development for us to protect natural resources of water and soil and improve the conservation of soil and water to urbanization in the plain region.

作者简介:刘伟常，男，1937年生，1959年毕业于广东仲恺农业技术学校土地规划专业，现为深圳市水务局副局长，“三防”办主任，工程师。主管深圳全市的水土保特工作。发表论文多篇，其中，“现代化城市必须建设现代化防洪设施”获全国优秀论文三等奖。
