- Based on the understanding of the general planning and conditions of the urbanized development in Huizhou, this paper analyzed the problems about the management of soil and water conservation in the course of urbanized development in Huizhou, and put forth the suggestion of the measures of soil and water conservation in urbanized development and construction by three steps: the step of planning,development and construction.
