摘要:
宁夏南部山区是我国水土流失最严重的地区之一，生态环境十分脆弱，从2000年开始，国家决定在此实施退耕还林（草）工程，由于退耕区人口增长过快，经济发展缓慢，使得人们大规模垦荒，对退耕还林成果造成威胁，加剧人口与发展矛盾。在分析退耕区自然、经济状况的基础上，针对目前人口与发展的矛盾，提出了一些建议。
Abstract:
The south of Ningxia is one of places with serious soil erosion and brittle environment,from 2000 the country began to execute "returning farmland to forest and grassland project",Because of the rapid growth of population and low development of economy in this area,people began to reclaimwasteland in large scale,making a threat to "return farmland to forest and grassland",and aggravating the conflict between population and development.Based on the analysis of the situation in this area,aiming at the conflict,some suggestions are put forward.
