摘要:
土地利用变化引起的环境影响具有明显的外部性。系统地对土地利用变化环境影响的外部性表现、外部性影响的经济量化分析以及环境影响的外部性对资源配置的影响等进行了分析。并对当前退耕还林（草）工程的外部性给予探讨，对其存在的问题提出了相应的对策。
Abstract:
The environmental impact of land uses has obvious characteristics of externalities.The authors systematically analyzed the characteristics and economic evaluation of the externalities of land use,and gave the details on the analysis of impact of these externalities on the distribution of resources.The externalities of "Converting Slope farmland to Trees and Grasses" are analyzed, and approaches to some problems in the practice are suggested.
