- 根据对杨陵区节水灌溉发展现状和存在问题的调查结果，认为本区地面灌水技术落后是由于农业经济效益过低以及国家节水战略需求和农民增收愿望相互矛盾所造成的。喷灌工程难以有效发挥作用的主要原因是技术所需的客观环境和条件尚不成熟。水利工程管理方式落后的直接原因是尚未建立市场经济机制。为解决上述问题，提出应当采取以下对策，建立具有我国特色的、能适应我国国情的真正能够被农民接受应用的节水灌溉技术体系；建立符合现代市场经济规律的节水农业管理体制、运行机制与模式。
- Abstract:
- Based on the investigation on the problems and reasons of water saving irrigation in Yangling region, the authors think that low economic benefit in agriculture and the controversy of national strategy demand to save water resources and farmer’s desire to increase economic benefit restricted the development of field water irrigation technology. The environment and condition at present are not fit to make the most of sprinkling irrigation works. The shortage of market economy mechanism caused the water engineering fall behind.In order to resolve the problems above, the authors put forward that a new water saving irrigation technology system suitable to Chinese situation and easy to be accepted by farmers should be established. And a new water saving management system, mechanism and mode fitted to the modern market economy should be set up.
