Hanzhong City is located between the Qinling and Bashan Mountains where the climate presents the north-south transition feature, and is an important national key ecological function zone and water conservation site for south-to-north water diversion central line project. A study of land use changes and their influences on ecosystem service-function values of the study area can provide important theories for effective decision-making regarding water resource protection and environmental quality improvement. GIS and RS technology were used to analyze land-use changes that occurred within the Hanzhong City from 1990 to 2015, and ecosystem service-function values of the lands were estimated. The results showed that forest and building lands increased, whereas grasslands, farmlands, water areas and unused areas decreased during the study period. Based on dynamic degree of land use, land use change rates have accelerated significantly since 2010. Furthermore, land use types converted more frequently, and land-use changes were more greatly affected by human activities in 2010—2015 than in 1990—2010. Land conversion mainly occurred in Lueyang, Mian, Ningqiang, Xixiang, and Zhenba Counties. The annual value of total ecosystem service functions of the lands continued to increase during the period 1990—2015. Service function values of grasslands, water areas, farmlands and unused areas decreased, whereas that of forestland significantly increased during the period 1990—2015. Due to increase of forestland, percentages of values of raw material production, air conditioning, climate regulation, biodiversity conservation, soil formation and protection and entertainment culture increased during the study period. Forestlands, grasslands, and farmlands were not only the main contributors but also sensitive factors to ecosystem service function values of the lands within Hanzhong City from 1990 to 2015.
