We explored the spatial structural characteristics and agglomerate regulation of cultivated land quality by taking the cultivated land quality index of 2016 in Jiangsu Province as the spatial vaiable. In addition, we analyzed the reasons for the differences in the studied area by using the cultivated land quality index. The results indicated that the cultivated land quality exhibited the strong agglomeration pattern in spatial distribution in the south of Jiangsu Province besides that the local distribution of cultivated land quality showed that the level of northwest area was less than southeast. The quality of cultivated land had a significant spatial positive correlation in the south of Jiangsu Province. From the overall Moran’s I value analysis, the performance index decreased in the order:utilizing the index > nature index > economic index; according to the analysis of local spatial autocorrelation of cultivated land quality at county level, the HH type of cultivated land quality showed cluster concentration distribution characteristics, LH type and HL type scattered in individual counties, but the LL type of cultivated land mostly distributed in strips. Based on the characteristics of cultivated land use and local spatial autocorrelation analysis in the counties, the southern part of Jiangsu Province is divided into four arable land protection areas such as key protected areas, quality improvement areas, structural adjustment areas, and priority building areas. The measures were also put forward for differential farmland protections.
