We examined the implementation effects of a nationwide priority projects for soil erosion control at the provincial scale during the 12th Five-Year Plan. Based on field investigation and expert consultation, 21 indexes were selected from three determinants including project management, engineering construction and implementation benefit to conduct the AHP-grey correlation analysis method. The results revealed that most provinces have good performance from the aspects of project management and engineering construction with a score greater than 0.6. The scores of implementation benefits are mainly between 0.5~0.6, which indicate that the project had not gotten the good effect yet. Furthermore, regions with the scores between 0.63~0.68 indicate the better performance, such as Hebei and Guizhou, and regions with the scores between 0.4~0.5 need to put efforts to improve the implementation at the provincial scales, such as Hainan, Gansu, Chongqin, Henan and Shanxi. The preliminary results suggest that the national soil and water conservation key construction projects have improved the agriculture structure and production, and effectively alleviated the poverty.
