Double impact assessment systems on agricultural productivity and ecosystem services value were constructed in this study, and examples of impact on agricultural productivity and the value of ecosystem services in land reclamation area were analyzed in order to modified ideas on land reclamation. The land reclamation altered land use structure in mining area. Cultivated area increased from 16.42 hm2 to 103.18 hm2, woodland area decreased from 105.78 hm2 to 9.16 hm2. The agricultural productivity index imposed a negative effect with a decreasing tendency from 597.67×104 to 157.90×104 yuan per year. The significant change of ecosystem service value functions was biodiversity in mining area, ΔSEV was about -329.08×104 yuan per year. Land reclamation planning had the opposite effect on the agricultural productivity and ecological environment in mining area, that was to say that direction land reclamation was diversity. Based on the analyses mentioned above, the evaluation results could be used to modify strategy on land reclamation.
