The target in this paper is the urban land of thirteen counties in Shenyang City. The super-DEA was used to evaluate the static efficiency of the urban land utilization of the counties from 2004 to 2010. What’s more, Malmquist index was calculated to appraise the dynamic efficiency and Tobit regression model based on panel data was applied to discuss the influencing factors of the efficiency. The results showed that the urban land of the counties in Shenyang City had achieved overall efficient use. The total factor efficiency of land use was mainly affected by the technological progress index. The urbanization rate, the proportion of non-agricultural industries and the average investment in fixed assets significantly affected the efficiency of the urban land utilization, and all of them caused the positive impact.
