Cultivated land not only has economic value, but also social and ecological values. The latter ones are usually ignored in policy decision making and cultivated land circulation trade, which makes large number of cultivated land resources overdeveloped and inefficiently used. To fully manifest cultivated land value is beneficial to the protection of cultivated land and sustainable development of agriculture. Based on research methods of resource economics, such as market value method, surrogate market method and reference achievement method, this paper took Bayan County as the example and calculated the economic value, social value and ecological value of cultivated land resource. The results showed that: (1) annual service value that was provided by cultivated land in Bayan county was up to 672 415.79 Yuan/hm2, with economic value 30 901.68 Yuan /hm2, social value 573 852.33 Yuan /hm2 and ecological value 67 661.78 Yuan/hm2. The total value was 9.93 times the value of economic output of cultivated land value; (2) social value of cultivated land was a dominant component of the total value of cultivated land, accounting for 85.34% of the total value of cultivated land, while economic value and ecological value of cultivated land accounted for 10.06% and 4.60%, respectively. Social value of cultivated land was mainly reflected in social security function which accounted for 67.52%. To reasonably identify the real value of cultivated land has a great deal of maintaining market equivalent exchange trading, encouraging farmers to make management production and protect cultivated land and promoting the healthy development of regional economy.
