Payment for ecosystem services has received much attention in recent years. This paper analyzes rural residents’ willingness to accept eco-compensation, perceptions of eco-compensation policies, and attitudes towards income change, eco-compensation standard and eco-compensation patterns living in the water source areas in the Provincial City Ecology Circle on the basis of questionnaires from 352 respondents. The findings of this investigation show: 76.3% of the respondents in the water source areas were in favor of the eco-compensation policy, 77.5% of the respondents supported that eco-compensation standard of water resource should be determined by the economic development level or on the basis of water price, 38.9% of the respondents insisted on that the economic compensation value should be paid to rural residents by the enterprises or the institutional organization which benefit from the water resources. Most of the respondents will pay for agricultural means of production after receiving the eco-compensation. 34.5% of the respondents considered that their livelihoods will be improved by the eco-compensation policy, 67.7% of the respondents agreed with job training programs to provide farmers with the skills required in other economic sectors, and promotion economic development via eco-compensation industry. Based on the case study results, some suggestions and recommendations which cover working out reasonable eco-compensation standards, establish high effective management organization management institutions, participation with the subject and object for eco-compensation, combining the two ways of transfusion mode and hematopoietic mode, and diversification of financing channels have been made for establishment of eco-compensation mechanism in the Provincial City Ecology Circle.
