The conditions of farmland natural quality and social economic suitability are considered importantly in planning of the prime farmland, which will make the prime farmland stable permanently. Taking Lingyuan city in Liaoning province as an example, combined with the result of farmland classification, the farmland quality and site conditions are evaluated and analyzed in the direction of LESA method, and the prime farmland is planned on this basis. The results show that the total farmland was divided into five grades by the comprehensive evaluation result of LESA system, the farmlands of grade 1, grade 2 and grade 3 have super natural conditions, and good suitability for social economic conditions, these are planned into the prime farmland, the area is 42 697.69 hm2, the protective rate is 84.57%. The LESA method inherits and adopts the results of farmland classification, and promotes transformation application of the results of farmland classification, it also provides reference for planning the permanently prime farmland scientifically and also for researching the method of farmland grading.
