Major Function Oriented Zoning (MFOZ) was proposed by Chinese government to find solutions for the conflicts between ecological protection and economic development. This article selects two aspects of ecological restriction such as ecological sensitivity and ecosystem service function importance and combines with social and economic development potential indices to evaluate the city land development suitability of each town of Harbin-Daqing-Qiqihaer region with Principal Component Analysis (PCA) method based on spatial and statistical data. The indices are related to grassland degradation, soil erosion, landscape fragmentation and diversity, Net Primary Production (NPP), arable land quantity, population density, farmer income and road accessibility. The results show that suitability of the capital towns of Harbin and its surrounding cities such as Anda and Zhaodong are high, account for 25 towns and 7.08% area totally, moderate for the capital towns of Qiqihaer and Daqing due to ecological restriction, however, the capital town of Lindian got much higher suitability that can carry industrial transfer of above two cities. Besides, wide agricultural area belongs to sub-suitability and marginal suitability, the agro-pastoral ecotone in the west of study area is not suitable for land development due to its high ecological sensitivity and important ecosystem services functions, land development activities have to be controlled by government in this area. This result can provide references for MFOZ construction and regional planning for Harbin-Daqing-Qiqihaer region.
