Abstract:: Undoubtedly the appearance of circular economical concept plays certain guidance function to land sustainable use.Based on circular economical concept designs the assessment system of land sustainable use in Heilongjiang province and then adopts matter-element extension method to quantificationally analyzing land sustainable use condition in Heilongjiang province from 1996 to 2007.The assessment results displays that land sustainable use degree throughout maintains at the basic sustainable level in Heilongjiang province from 1996 to 2007.In order to further understand land sustainable use transformation situation in Heilongjiang province from 1996 to 2007,in the base of matter-element assessment,the paper takes index value of 1996 as reference to synthetically evaluate land sustainable use condition in Heilongjiang province from 1996 to 2007 and then inspects and analyzes the real contribution rate,harmonious degree and barriers factors,the results indicate that land sustainable use degree is enhancement year by year and in particular the level of land resource reduction has the larger increases in input,but the main restriction factor of land sustainable use level in Heilongjiang province is also land resource reduction in input.It is obvious that although land sustainable use level makes certain progress in the land resource reduction in input in Heilongjiang province,the whole level is relatively low and then further enhancing in future.Finally on the foundation of synthetical analysis to assessment results,correlative countermeasure and suggestion are brought forward from researching and constituting the stratagem and regulation control mechanism of land sustainable use.
