Abstract:: Legal system, as one of management measures in soil and water conservation(SWC)is of great strategic importantance. Coinciding with the amendment of ‘The Soil and Water Conservation Acts of the People’s Republic of China’, learning experiences from developed countries such as the USA will better our management systems. This paper investigated the legal and management system aspects of SWC in the USA, such as the history, departments and agencies of federal, several laws and regulations of federal and states. Advices were suggested for our SWC work.
