As a level of Shanghai urban and town construction system, small central town is very important to the processing of regional urbanization and industrial location adjustment.Meanwhile, small central town has the typical character of semi-urbanization,which leads to that small central town becomes the new center of environmental pollution in a certain region. This paper takes Qingpu District for example analyzing the specific performance of semi-urbanization,using river waters and district of sediment total P,season features at Fengjing Town to discover the gravity of water pollution which is brought by semi-urbanization problem. The conclusion of study shows that in summer all the points of the rivers at town area have suffered heavy pollution from P,which is heavier than other types of water pollution from P,and the regional difference is clear. The character above well reflects the prominence of the environmental problems caused by the semi-urbanization of small central town.
