In this paper,the effects of the soil and water conservation measures on surface runoff process in small watersheds were analyzed by the parallel observation in two comparable watersheds of Qinba mountanious region.The land cover is changed by the soil and water conservation and so the characteristics of infiltration detected by dual rings method is various in different land uses.All of these make the runoff process of the small watersheds changed.
