The environmental emergency accident system is divided into three levels which including database sever, GIS application sever and client port, it also includes five subsystems such as pre-alarm and supervision, emergency commending, emergency arrangement, accident evaluation, decision supporting. The system provides policy makers a scientific, rational and optimizing scheme for emergency arrangement and a strong feasibility directing and managing scheme,can timely and effectively mobilizes all kinds of resources, implement disaster controlling and evacuat crowd,reduce the threads of human health and life safety.The system uses the most effective method and the least resources to limit the loss of accident within the smallest extent.
