This paper used analytic hierarchy process(AHP)and documentation method to establish the evaluation system of intensive utilization of cultivated land. On the basis of fuzzy sets theory, the grey probability evaluation model of cultivated land intensive utilization was put forward. Simultaneously, Hubei Province including its 17 cities (states) waschosen as the case study. The results showed that the intensive utilization of cultivated land in Hubei Province changed from the basic state transition to a more intensive utilization in 2011. Secondly, there are 2 high intensive, 6 more intensive, 7 basic intensive and 2 not intensive uses in 17 cities (state) belonging to Hubei Province. Finally, through the analysis of the regional difference, the results shows that this model is effectively applied to intensive utilization evaluation of cultivated lands, thus provides theoretical support for the scientific evaluation.
