Increasing carbon emissions has led many climatic issues such as global warming. Land is the carrier of carbon emissions, and different types of land uses have important effects on carbon emissions. Literature analysis was used to find land suitability evaluation study, carbon balance was taken into land suitability evaluation, and the index system of city circle land suitability evaluation was established based on the carbon balance. Full array polygon icon Law was used to make an objective evaluation from the two aspects of carbon sources and sinks land suitable for the city of Wuhan city circle. The carbon sinks high suitability cities are Xianning City, Huanggang City, Xiaogan City, while the carbon source high suitability cities are Xiantao City, Qianjiang City, Tianmen City. It can be very convenient to find out the advantages and disadvantages of cities in carbon balance. Estimation of the amount of carbon source and carbon sink by each city land use types and land carbon equivalent can reflect the potential of the city in the carbon balance by calculating the balance factor, carbon balance potential differences of cities are significant. The more developed industrial areas are generally at a disadvantage in terms of carbon balance. In the development of city circle, carbon balance of the region as a whole is more conducive to the realization of the coordinated development of the city circle.
