Security of land use is the basis for the protection of cultivated land and the protection of national food security. This paper took the typical areas of Qiqihaer City in the northern region of Songnen Plain as the study area, and built security evaluation index system of land use with three issues, such as ecological security of land use, economic security of land use and social security of land use. The land use safety of Qiqihaer during 2002-2008 was quantitatively analyzed and comprehensively evaluated by using the method of efficiency scores. Evaluation results showed that 2002-2008, the security level of land use is different from each year and the present instability in overall volatility of the state. During 2002-2004, land use security level fluctuations were in the critical security status. In 2005, the land use security level got to a safe state. During 2006-2007 security situation of land use declined sharply and 2006 as the critical level of security while 2007 to unsafe level. Security of land use in 2008 significantly increased, but security is still in critical condition. Studies have shown that cultivated land use economic security and cultivated land utilization of social security indicators, such as the repeat of planting crop on cultivated land and the area of cultivated land disaster, are the important sensitive factors that impact the security of land use.
