Ecological shelter zone is the latest concept of land-use planning put forward by Homeland Ministry of Land and Resources. It takes Yongchuan as an example, which selects natural, ecological and socio-economic factors as the establishment of evaluation index system, uses GIS analysis tools, to divide Yongchuan into five restrict levels and build an ecological shelter zone of the basic conditions for the evaluation. The results show that: the restrictive high-value concentrates in five areas of low mountains, it lowers among each. All in all, the northwest area is restrictive with the high-value, which gradually reduces to the southeast. To build a network of ecological shelter zone in Yongchuan, the main body is constructed by the intensive water network from the northeast-southwest towards the mountains and hills series. Yangtze River as the south is based on building ecological shelter zone. Finally, it divides Yongchuan into 2 levels, 6 functional areas by the spatial situations of evaluated factors and puts forward the detail plan for construction of each functional areas in ecological shelter zone, then provides a case study to construct ecological shelter zone of land use planning for small-medium scale areas.
