As indispensable resources for economic development, land and climatic resources are extremely inefficiently applied in Western Gansu province, thus greatly inhibiting both agricultural and economic development in this region. It is of strategic significances and of paramount importance for the sustainable development of agriculture in that region to implement a sound application policy of land resources and climatic resources in western Gansu province Our investigations revealed that there exists mutual stimulation, coordination and complementation between the sound development and application of both resources and the sustainable development of agriculture in western Gansu province. Therefore,in order to maintain a sound exploitation and application of land resources and climatic resources and to acquire a sustainable agricultural development in western Gansu province, both the principles of administrative supervision and plausible exploitation must be given equal priorities.
