Improving cultivated land use efficiency is an effective means to relieve the pressure on food supplies. This paper takes Harbin city, the major grain-producing area in Heilongjiang Province as an example, and establishes the evaluation system of cultivated land use efficiency combining the three aspects including economic, social and ecological benefit. Based on the data from 1997-2006, entropy method was adopted to determine the index weight and coordination model was established to carry on quantitative evaluation to the coordination degree of cultivated land use efficiency in Harbin during 1997-2006. The results show that from 1997 to 2006, the coordination degree of cultivated land use system was undulatory in Harbin and comprehensive benefit was not stable, but the overall took on an upward trend. Economic and social benefit of cultivated land use varied litttle in coordination degree, the coordination curve trend of comprehensive benefit was similar to that of eco-efficiency, which indicated that eco-efficiency had a main impact on comprehensive benefit. Finally, effective measures should be raised to achieve the improvement of cultivated land use efficiency in Harbin.
