Based on the field survey in Wuqi County in Shaanxi Province, after the implement of returning farmland to forest, it can be concluded that there exists three driving factors which are the proportion of obtaining employment number in non-agricultural industry, the consumption of agriculture intermediate substance, and the meat output as representative of continuous industry by analyzing the changing of employment structure, basic farmland planting mode, as well as the pertinence analysis and gray conjunction analysis between continuous industrial development and household incoming, rural economy, the comparative contribution rate to elevate rural economy reached up to 33.64%, 32.17%, 34.19% respectively. The comparative contribution rate to elevate farmers’ annual incoming are 33.30%, 33.24%, 33.46% respectively. In conclusion, the returning farmland to forest project had enormous driving function to promote the development of rural economy.
