Abstract:: Early 2008, the largest frozen disaster which happened in southern China nearly 50 years has caused serious implications on all walks of life, and particularly the most serious loss in Hu’nan province. So it is great significance to assess scientifically forestry loss caused by frozen disaster and to study the formation mechanism of the disaster and to seek measures of forestry rehabilitation and reconstruction.The mechanism of forming about snow-frozen was studied from hazard formative environment and mergency response mechanism.
