Most reservoirs are not paved with liner layer in the bottom. Nitrogen and phosphorus in submerged soil will be dissolved, influencing water quality when the reservoirs begin to run. In this study, on the basis of field investigation, continuous experiment was conducted with different water-soil compages which were consisted of distilled water, reservoir water and soil at the same time, and the changes of concentrations of total nitrogen and total phosphorus were analyzed, the effect for water quality was assessed. The results revealed that concentrations of total nitrogen, phosphorus changed under the experimental conditions, and the change in reservoir water was less significant than in the distilled water, and the nitrogen, phosphorus which were dissolved from surface soil were the important factors. The submerged soil will not exert significant adverse effect on water quality on the whole.
