In this article, setting the Participatory Watershed Planning Pilot under UK Trust Fund China Watershed Management Project as an example, the importance of stakeholders’ participation in the watershed planning is expounded, The roles and responsibilities different stakeholders play and assume are introduced and suggestions on stakeholders’ participating in the participatory watershed planning are put forward.
