In the Inland River Basin, which the climate is arid, the water resources are scarce, the rainfall is exiguity, meanwhile water resources is wondrously invaluableness and the ecological environment is fragile. However, water consumption of industry and agriculture is not be limited, which causing many problems on water management, such as usage injustice on upper and lower reaches of basin, use inequality of other industrial and agricultural water resources. At present, it has been being one of important problems how to optimize and allocate water resources scientifically, make it sustainable and maximize its economic, social and ecological benefit. This paper takes Minqin as example which locates Shi-yang river lower reaches. By analyzing and studying present situation of the water resources usage, it proposes its supporting system which is suitable for optimizing and allocating water resources of inland river basin in Northwest of China in order to help sustainable use of water resources in the inland river basin.
