Vegetation on sloping land has the function of detaining surface runoff and lowering flood peak.Once the vegetation was destroyed,storm runoff will accelerate and flow together,the flow of the lower reaches will become higher and form flood.With the rapid development of economic activities,the people’s living space is severely threatened by mountain torrents.It was used to be emphasized that rainfall runoff flow together to the lower reaches of the river,in the end the flood will be drained off.Nowadays,the runoff restraint technique of lowering impact is widely used.This technique,its role in hydrologic cycle,and its forms are discussed in detail.
