The research of carrying capacity of water resources is the basic work to protect the wetland. The useful reference which can protect and rationally use of wetland resources achieves the sustainable development. Set Pair Analysis (SPA) is emerging as a new system theory method for dealing with vagueness and uncertainty of facts. Five element connection number is an extension of SPA. The model has been used to evaluate the carrying capacity of water resources in Honghe wetland. The calculation result of Honghe wetland is in accordance with entropy weight coefficient method. It is showed that the method is scientific and rational. In view of the actual situation of Honghe wetland, the corresponding measures has been put forward to improve the carrying capacity of water resources.
