Abstract:: The natural characteristics, social and economic development, the cause and features of mountain torrents and its damage are briefly elaborated. The general, immediate and future objectives are put forward. The general objective is to uphold the idea of harmonious development of human being and nature, to establish and perfect the disaster-prevention system to improve the ability of anti-disaster and reduce the loss by making planning of prevention and control mountain torrents; the short-term objective is to establish the major prevention and control area taking non-engineering measure as the main method; the future objective is to improve the anti-disaster system, to improve the ability of prevention and control, and to establish a well-to-do society. And finally the prevention and control measures about mountain torrents are:fortifying the reservoir out of danger, accelerating the control of torrent gully and debris flow valley, meliorating slope grassland, enclosing nature forest and constructing grassland of soil and water conservation forest, establishing and improving the torrent monitoring, communicating and forecasting system, and constituting torrents-prevention counterplan, disaster-relief measure, policy and laws and regulations.
