The evaluation index system of rainwater collecting irrigation project planning was set up. A grey multi——hierarchal comprehensive appraising model was put forward, and discussed the problem on calculating. The analytical hierarchy process was applied to calculate the index weights. In addition, the application of the model was explained with experimental and engineering data.
