Change of plant community in the north border of Ulanbh desert, the teaching base of Inner Mongolia Agricultural University, was analyzed.The results indicated that plant community succession has not happened.But it has a trend of degradation.The reason is that increasing area of new plow for the population and livestock increases has brought the stress of grazing.This area is a fragile zone in ecology which needs to be considered the ecological limit for agriculture and animal husbandry productions.If there is a long term development, there must be supported by technology.Also it needs to be supported by policy.
