- The policy of putting prevention first should be carried out in order to prevent and control soil and water loss.By spreading the propaganda of soil and water conservation among masses,and strengthening supervision and protection,the soil and water conservation law could be enforced extensively.To implement the project of "fruit tree,grass and stock raising",which not only could improve agricultural eco-environment,but could increase economic benefit also.The author summarizes the past 10 years’ experience of enforcing the soil and water consevation law in the city of Zhangzhou,and puts forward several control measures.
