精准识别土地利用冲突潜在发生区域,制定差异化的冲突协调策略是促进区域可持续发展的重要基础。选取具有典型山地丘陵地貌特征的重庆市江津区为研究区,基于LUCIS模型构建“建设用地—农业用地—生态用地”的冲突评价体系,诊断低丘平坝、中丘、高丘、山地地貌区土地利用冲突情况,提出差异化的冲突协调策略。结果表明:江津区潜在土地利用冲突区占比为55.22%,主要表现为建设用地与农业用地间的冲突。土地利用冲突情况在不同地貌区存在明显差异。低丘平坝、中丘地貌区土地利用冲突类型复杂多样,建设用地与农业用地间的冲突最为显著; 高丘和山地地貌区土地利用冲突矛盾有所减弱,存在生态用地与建设用地、农业用地间的小范围冲突。基于山地丘陵特性构建“建设用地—农业用地—生态用地”的冲突评价体系,识别不同地貌区的用地冲突情况,制定协调策略,对化解山地丘陵区用地冲突矛盾,优化用地布局,促进区域土地利用协调发展具有重要意义。
It is an important foundation to promote regional sustainable development by identifying the potential land use conflict regions and formulating differentiated coordination strategies. The land use conflicts are particularly evident in hilly mountainous regions where there are the characteristic of broken terrain and distinct landforms. Considering the requirement of territory spatial planning and ecological civilization construction,the potential land use conflict evaluation system of ‘construction land-agriculture land-ecological land' was constructed based on LUCIS model. The spatial distribution,conflict types and manifestation forms of potential land use conflicts in plain,middle hills,high hills and mountain regions were obtained by this evaluation system. Then the differentiated coordination strategies were put forward according to the identification results. The results showed that: the potential land use conflict areas in Jiangjin District accounted for 55.22%,which was mainly manifested as the conflict between construction land and agricultural land; the potential land use conflict situation was obviously different in different geomorphic regions; the land use conflict types were complex and diverse in plain and middle hills regions,and the conflict was significant difference between construction land and agricultural land; the land use conflict conditions in high hills and mountain regions weakened gradually,and there were local conflicts between ecological land,construction land and agricultural land. Overall,this article constructed the conflict evaluation system of ‘construction land-agriculture land-ecological land use' to identify potential land use conflicts in different geomorphic regions and proposed the differentiated conflict coordination strategies. It is helpful for us to resolve the land use conflicts,optimize the land use layout,and promote regional coordinated development in hilly mountainous regions.
