受区域土地资源禀赋限制,山地区域城市建设用地节约集约利用时空变化上与平原地区有很多区别之处。为完善山区城镇建设用地评价及管理,以云南省玉溪市为例,通过构建城市区域建设用地节约集约利用评价指标体系,对玉溪市及其下辖各县(区)的建设用地集约利用程度和水平定量评价,判定土地集约利用类型,进而分析了玉溪市及下辖县(区)5年度评价指数的变化和集约用地水平的时空分异特征。结果 表明:(1)区域指数之间差异明显,且各区域评价存在短板指数;(2)各县(区)的建设用地集约水平存在空间分异,市辖东部坪坝县(区)节约集约水平优于西部山地民族自治县(区);(3)玉溪市空间主要分异因素为投入产出水平、产业结构、人口聚集状况和存量建设用地供应水平。玉溪市应结合区域实际,实现山区城市建设用地集约利用要进一步加快区域经济发展,协调区域发展关系,优化资源配置,提高土地时空效率。
Due to the limitation of regional land resources, there are many spatiotemporal differences between urban construction land intensive use in mountainous area and plain area. In order to improve the evaluation and management of urban construction land in mountainous areas, we take Yuxi City of Yunnan Province as an example. The quantitative evaluation of the intensive use level of construction land in Yuxi City and its counties(districts)under its jurisdiction is made to determine the types of land intensive use by constructing an evaluation index system for urban construction land in mountainous areas. Furthermore, the changes of the five-year evaluation index of Yuxi City and its subordinate counties(districts)and the spatiotemporal differentiation characteristics of intensive land use level were analyzed. The results show that:(1)there are obvious differences among regional indices, and there are short-board indices in each regional evaluation;(2)the intensive level of construction land in different counties(districts)varies spatially, and the level of economic intensiveness in the eastern flat counties(districts)of Yuxi City is better than that in western mountain national atonomous counties(districts);(3)the spatial differentiation factors are mainly input-output level, industrial structure, population agglomeration and the supply level of stock construction land. In light of regional reality, in order to realize the intensive use of construction land in mountain cities, regional economic development should be accelerated, regional development relations should be coordinated, resource allocation should be optimized, and the spatiotemporal efficiency of land should be improved.
