为探究城镇化和水资源相互作用机制,构建河南省城镇化与水资源协调发展的综合评价体系; 基于综合指数和响应度模型,定量研究了河南省2005—2016年城镇化发展和水资源利用特征及响应关系等。结果 表明:河南省城镇化综合发展水平不断提高,2012年前经济城镇化居优势地位,但2012年后呈现社会城镇化>空间城镇化>经济城镇化>人口城镇化的特点; 河南省水资源综合利用潜力呈现波动上升趋势,水资源利用效率与水资源管理水平快速提高,且水资源负荷呈缓慢减少趋势,水资源自然禀赋和利用程度呈现波动减少趋势。河南省水资源系统各分量对城镇化的响应存在明显差异,呈现自然禀赋(负相关)>利用程度(负相关)>管理质量(正相关)>利用效率(正相关)>用水负荷(不相关)的特点,在2006年、2008年、2009年、2013年、2015年城镇化发展受到水资源的限制,其余年份则是水资源综合利用和城镇化发展起到了相互的推动作用。因此,河南省应优化水资源管控方式,提高水资源利用效率,挖掘水资源利用潜力,打破水环境约束城镇化局面,促进城镇化与水资源协调、持续发展。

In order to explore the interaction mechanism between urbanization and water resources, a comprehensive evaluation system of urbanization and water resources in Henan Province was constructed. Based on the comprehensive index and response model, the characteristics and the response relationships of urbanization development and water resources utilization were studied in Henan Province from 2005 to 2016. The results showed that the comprehensive development level of urbanization was improving constantly in Henan Province, the economic urbanization was in a dominant position before 2012, while the urbanization levels decreased in the order: social urbanization>spatial urbanization>economic urbanization>population urbanization after 2012; the comprehensive utilization potentiality of water resources in Henan Province showed the trend of fluctuating increase, the efficiency of water resources utilization and the management level of water resources were improving rapidly, the load of water resources was decreasing slowly, and the natural endowment and utilization degree of water resources showed a trend of fluctuating decrease; the response of each component of water resources system to urbanization varied significantly in Henan Province, which presented the decreased order: natural endowment(negative correlation)>utilization degree(negative correlation)>management quality(positive correlation)>utilization efficiency(positive correlation)>water load(irrelevance), the urbanization development was limited by water resources in 2006, 2008, 2009, 2013 and 2015, while water resources utilization and urbanization development were mutual promotion in the other years. In order to achieve the coordinated development between urbanization and water resources in Henan Province, It is suggested that the control of water resources should be optimized, and the efficiency and exploit the potentiality of water resources utilization should be improved, and the situation which water environment constrains urbanization development should be overcome.
