摘要:
禁牧政策是继2000年国家实施的退耕还林还草工程之后，为巩固其成果实施的重要的生态恢复和保护政策，政策的实施使畜牧业生产方式发生了重大变革，对农户的收益产生较大影响，为此，以地处农牧交错带的宁夏盐池县为案例，在对69户农户调查问卷的统计分析基础上，对农户主体收益结构——耕地、畜牧业和打工收益进行了投入产出分析.发现禁牧政策实施后农户的整体收益是受损的，实践证明，政策的实施需要与农民生计有效结合起来，生态效益才可以真正得以实现.
Abstract:
Prohibiting graze policies are important ecological restoration and protection policies which are implemented in order to consolidate the achievements of conversion of cropland to forestland and grassland.The implementation of prohibiting graze policies has made livestock producing mode undergoing a great change and affected farmers’ income greatly.Yanchi County of Ningxia Hui autonomous region which lies in farming-pastoral zone was taken as an example,on the base of statistics and analysis to questionnaires of surveyed 69 households,analyzing the inputs and outputs of farmers’ main income structure which includes farmlands,livestock and wages income.The results show the overall income of investigated households is reduced after the implementation of prohibiting graze policy.Practice proved that the ecological benefits can actually be realized only if the implementation of policies can effectively combine the livelihood of farmers.
