摘要:
退耕还林工程的实施有助于农业产业结构合理调整、农村剩余劳动力转移、促进农民增收、发展农村经济。针对1999年以来我国实施退耕还林工程过程中存在规划不合理、盲目超计划实施等问题，本文深入分析了工程实施的社会经济效益，并就实施当中存在的上述问题提出了具体解决对策，以期实现生态建设与经济发展双赢。
Abstract:
The implementation of "the cropland conversion program" contributes to increase of farmer’s income, regulation of agricultural structures, transfer of the redundant rural labors and development of rural economy. Since 1999, in the process of the implementation of "cropland converted program" in China, some problems such as unreasonable planning, blind expansion in area emerged. Consequently, the author aims to analyze the social-economic benefits of practicing "the cropland converted program". Meanwhile, some countermeasures were put forward so as to realize two wins in ecological restoration and economic development.
