- 长治市是北方地区经济迅速发展的地区之一，通过对区域水资源的特点、利用现状及近、远期供水需求进行了研究分析，提出了加强水资源保护，改善水生态环境，拓展区域空中人工增雨开发、煤水资源保护利用、拦蓄洪水资源以提高区域水资源的有效供给，并通过完善科学管理体系，建全水市场运作机制，利用水权的合理有偿转让引导水资源利用按效益最大化准则运行来促进区域水资源的可持续利用。
- Abstract:
- Changzhi City is one of the areas with a fast increasing economy in northern China.Based on the study and analysis of the regional water resource characteristics, present state of utilization and short and long term water supply needs, the authors discuss such ideas as follows.To strengthen the protection of water resources;to improve the water ecological environment;to develop the regional artificial precipitation; to protect and utilize water from coal mines;to stop and store floodwater in order to improve effective water supply of the regional water resources; to complete the operating system of the water market by perfecting the scientific management system;to guide water utilization by means of rationally transferring on payments;to promote the continuous utilization of the regional water resources according to the standard of maximizing beneficial result.
