- 以典型的快速工业化城郊青岛市城阳区为例，对其土地利用现状进行分析，在此基础上指出其现行土地利用制度中存在的问题：（1）开发区规划无序，用地低效，区域内工业园区已开发土地面积占规划面积比例普遍较低；（2）生态占用太大，据测算，城阳区人均生态赤字已达到1.542 6 hm2；（3）产业结构有待调整，纺织箱包、电器机械、化工橡胶、食品工业的产值比例与其工业“三废”的排放比例相当，对环境胁迫性大；（4）不当的土地利用引发社会问题等。据此，论文在运用SWOT分析的基础上，建立了统筹城阳社会经济发展的包括土地集约利用、土地生态保护、推行循环经济机制以及完善社会受益分配机制的土地利用战略体系。
- Abstract:
- Based on the analysis of existing land use in Chengyang of Qingdao city,which is typical quickly industrialized suburb,four drawbacks in its actual land use institution are point out:(1) planning of development area is confused,land use is inefficient,proportion of developed land in development area is universally low;(2) according to estimation,the per capita ecological footprint deficit of Chengyang is 1.5426 hm~2/pers;(3) industrial structure should be improved,output value proportion of textile and suitcase industry,chemical and rubber making industry,electric appliance and mechanical industry and food processing industry is equal to its proportion of industrial sewage,waste gas,waste,this actuality threatens the environment;(4) inappropriate land use lead to social problems.Based on SWOT analysis,a land use policy system which coordinates society with economy development is built,including intensive land use,land ecological protection,establishment of circular economy mechanism and consummation of profit allocation mechanism.
