- 水土保持专项资金为龙南县的生态环境建设起到了重要作用。管好水保专项资金为稀土矿区的水土保持生态环境建设把好“四关”，是小流域综合治理顺利实施的保证，是示范基地具有强大辐射力的基础。增强水保生态环境建设活力，必须有良好的资金管理体制，必须多层次、多形式、多渠道吸收资金，走开发性治理和社会办水保的道路。
- Abstract:
- The soil and water conservation special fund has played an important role in the ecological environment construction of Longnan county. The good management of soil and water conservation special fund has guaranteed the"four keys"to rare-earth mining and it is a guarantee of small watershed comprehensive harnessment worked out smoothly, and it also is a foundation where the demonstration base has powerful radioactivity. Improving ecological environment with soil and water construction must have a better system of fund management and more money must be brought in from more levels, more styles and more channels. We must break a road of exploitative harnessment and a road where the society will manage soil and water conservation.
