- 社会主义市场经济体制的建立，不仅为小流域治理提供了新的机遇，创造了宽松的环境，而且提出了严峻的挑战。我们针对割肚河小流域的实际情况，就如何选择振兴小流域的主导产业和拳头产品，使治理进入市场，让产品进入流通，建设优质高效的小流域治理开发体系，增强基层水保部门经济实力，探索出一条开发性治理、股份合作制经营之路。
- Abstract:
- Socialism market-oriented economic system not only provides new opportunity for small watershed and offers well-off surrounding, but also encounters severe challenge. Based on practical small watershed conditions of Gedu River, a way is found to harness exploitablely and manage by joint-stock cooperation. The method is concerned with the following aspects: how to promote the leading industry and competitive products how to make harnessing come into market, how to construct good and efficient system of harnessing and developing small watershed and how to develop the basic unit of soil and water conservation economic strength.
