退耕还林工程对陕北农村发展的效应分析——以榆阳区为例

- 榆阳区是陕北退耕还林的重点试范区，自1999年开始实施退耕还林工程，至今已有10年。通过调查对比、评价分析榆阳区退耕还林前后社区发展的变化，结果表明：退耕还林工程的实施从土地利用结构、就业结构和生活方式等方面对该区农村社会的发展产生了积极和深远的影响，取得了显著的社会效益。但在实施过程中存在着配套政策不完善、保障措施不健全、工作经费不充足等问题，妥善解决这些问题，对巩固该区退耕还林成果有着至关重要的作用，对此提出相关对策建议。
- Abstract:
- Yuyang district is the key area to demonstrate the Grain for Green Project in the northern Shaanxi province. The project has been implemented for ten years since 1999. Taking Yuyang district as a case study, the changes before and after the Grain for Green Project were examined from social effects of land use change and style of life. The results indicated that the project had a significantly positive and profound influence on the society development of the rural area in this region. However, some problems still existed in the process of implementation. Auxiliary policies and ensuring measures are imperfect. Work funds are insufficient. If these issues could be settled properly, it would have significance to strengthen the achievements of the Grain for Green Project in Yuyang district. Consequently, some strategies relative to the problems were presented.
